Skylines Are Changing in North and East Lubbock

This article features the efforts of the NELCDC (North & East Lubbock Community Development Corporation).
"Lubbock is known for its resilience. We survived the May 1970 tornado and came back stronger than before. The loss of Reese Air Force Base levied a devastating blow to our economy, yet Lubbock was recognized nationally for its conversion of the property to a technologically advanced industrial park and center for education. Our city is replete with visionary leaders who have embraced diversity and transformed it into prosperity, thus building Lubbock into more than we could imagine it to be. And such is the developing story of the steady expansion of north and east Lubbock.
In 2002, former mayor Marc McDougal recognized that while continued growth in the southwest portion of town was beneficial, significant resources and community development had been lacking in the northern and eastern portions of Lubbock for many years. Pledging to be dynamic in his approach to the problem if he won his mayoral bid, he was instrumental in forming the North & East Lubbock Community Development Corp. (NELCDC). Established as an official non-profit organization in Feb. 2004, they were charged with both developing a master plan, and leading housing and economic development projects affecting this target area. The NELCDC has since been proactive in providing forty-five educational workshops in the past four years, and the number continues to grow. Coupled with financial literacy counseling, they are focusing on increasing the number of potential homebuyers. According to Brian Piscacek of the NELCDC, 48 homes have been purchased at a total value of $4.2M as a result of improved credit scores and other direct services.
